Help with Windows 8.1 DNS issue

This has been happening for months. I have this laptop assigned to me by my company that I use everywhere. Frequently, it would randomly start to fail loading pictures in websites (Facebook, as one of many examples) and then progress to not being able to load whole web sites altogether. The temporary measure to fix it was to issue the "ipconfig -flushdns" command and everything will be back to normal for the time being.

I've tried "netsh int ip reset" which supposedly would've reset the TCP/IP stack but it apparently didn't do anything to fix my issue.

Short of reinstalling from scratch, is there a way to clean up the TCP/IP stack or whatever it is that's causing this on Win8.1 to like-factory condition?
