Well, there is always the technet eval center. It's not "free", but they are fully featured eval copies. And TFS Express looks like it will run on a desktop version of windows (not sure), so that may be an option.

 

But yeah, a cheaper version of the core OS's would be a nice option. That's part of why people loved WHS....
