How do I create the client restore cd for WHS 2011?  I have been looking all over and can't seem to find the answer.

You don't create it.  It was provided when you bought the software (you DID buy it right?)

http://technet.microsoft.com/en-us/library/system-restore.aspx

If you're using a Technet account, you can download the .iso from Technet.

*Edit

This feature is built in to WHS 2011. If you go to the computers and backup tab, select "additional client computer backup tasks", select "tools" and you can create a quick recovery USB key.

Oddly, you can download the restore .iso for both WHSv1 and S2012 Essentials, but NOT WHS2011.

S2012E: http://www.microsoft.com/en-us/download/details.aspx?id=34837

Not exactly what you asked for, but this method allows you to restore form a third party client.
