Replacing a hard drive

I am trying to fix someone's WHS V1 computer, for some reason it will not boot off of the hard drive but if I put it into my USB adapter I can access the drive's files. So if I replace the hard drive and install WHS again can I import the backups into the new install??

Hmmm, I want to say 'no', but I'm not 100% certain. My first step with a situation like yours would be to run SpinRite. It will often make a system bootable again. You could also consider doing a recovery install. I find it often doesn't work for me but it's worth a try. As I said though I would do SpinRite first.
