rfkill command reports wireless lan hardware disabled

Does anyone know how to hard enable WiFi support. I have installed Debian Linux and rfkill is reporting that wireless lan support is hardware locked. Is there a bios setting or keystroke combination that will enable hardware support for wifi? Has anyone else come across this problem and have a solution or any ideas? Thanks.

I haven't installed a network card. I'm just trying to use a USB WiFi dongle for convenience whilst setting it up.

Have you installed a WiFi card in the system?

I would imagine wireless networking would still be hard disabled with an internal pci card.
