Which power scheme is recommended when Ubuntu/Debian is used?

You're not giving enough information. The setting all depends on what you're trying to do. If you don't care about saving power and need 100% CPU available all the time then set it to OS Control and set Ubuntu CPU frequency daemon to always have the maximum CPU speed.

What do you mean but why? What you're after is the default setting. The Gen8 Microserver has parts from a full sized Proliant server. The temperature sensors and fan control are all handled by the iLO management controller. You don't get direct access to either so it is best to leave it all set to the defaults if you want minimal noise..
