Is it at all possible (or feasible) to set up WHS as a web server...allowing multiple people to access the WHS to download files...I guess pretty much like any standard web server with passwords/restricted access? Thanks.

Yup, it sure can. What kind of details do you want? The immediate recommendation that comes to mind is look at the plug-in Whiist.

I second that option. I used whiist for a while and it worked great. You can even get in there and code your own sites. I also added Google Analytics to give me some stats on the hits.
